Why would you make an arbitrary restriction on what can and can't be allowed?
Just because some Pokemon are more powerful than others?
I guess every evolution form should be banned cause they're way too powerful compared to Bulbasaur.

Forget about Tobias, the real crime is we never see more trainers incorporate powerful legendaries into their teams.
To really sell Ash as the strongest trainer, the Galar champion should have used a team of Calyrex, Zacian, Urshifu, Eternatus, and Zarude plus his original partner
