Scorbunny makes the most sense bc, in terms of Fire options, there isn't many who are likely due to 2 having already a Mega, one having been used for PLA already, and the other being too recent.
It's really either Scorbunny, Chimchar or Litten, but Chimchar has nowhere as many odds as Piplup.
