The Hisui mon were transferable to SV, I see very little chance the new megas aren't transferable to Gen 10 (even if its just as awkward and horrible as the hisui situation ended up), and thus by extension, Gen 10 will be guaranteed to have Megas as well.
No matter how much they tried, they couldn't make a new gimmick catch on, and all material outside of the mainline games just stuck to Megas as much as possible due to their popularity.
Goodwill towards GF is at an all time low, so they're probably just like "lets use that new legends thing that got a lot of praise and increased goodwill slightly, add megas back, and see if this actually makes fans happy so we know where the fuck we need to take mainline".
You can see how long they tried to ease into adding normal cross-gen evos back. First it was regional variants, then regional exclusive evolutions, which was supposed to be the like "we're doing it but we wont ruin your original its still the same please dont hurt us anymore Rhyhorn and Magmar fans", and slowly moved back into where we are in Gen 9, with cross gen evos back in full force.
I think they're probably planning the same thing with Megas.
