Take in mind that people really like fire starters, when talking of starters the ones you see wanked the most are Charizard, Typhlosion, Blaziken, Infernape, etc up to that point, Emboar is both weaker than his predecessors, falls under the Fire Fighting type again when we were getting burned out of it, and his first evos dont leave much of an impression
If the Fire type falls apart people wont remember the starters as often. Oshawoot is like 2nd to Mudkip when it comes to water starters, and one of the few starter lines that has a good mid-evo design, but Samurott is not a great mon and gets forgotten over it (which Hisuian form kinda helped him in that regard as well as sharpness ability)
Snivy line is also weak as shit, or at least was, I think Serperior's Contrary did a lot to make it more memorable than the other two, viability is absolutely important when it comes to impressions for a starter.
But the main reason? Its because of the anime. We all widely regard BW's anime to be a waste of time. We cannot stress enough how important the Ashnime is for popularity of a mon, this is what got Greninja to TOP 1. I feel if the BW anime wasnt so bad, these would be a lot more popular among people.
