Nah. Boot Grotle if anything. Tangrowth doesn't make sense for Barry's team since Tangela isn't available without Pal Park in DP. Would work if they wanted to make him different in Platinum. Maybe then swap Rapidash for Houndoom. No idea for Floatzel since Vaporeon is the only water type Pokémon in Platinum's regional dex that wasn't in DP but that has too much baggage.

nah. Roserade worked as an early game challenge due to its high BST. I feel Carnivine wouldn't achieve that. You can swap Barry and Cynthia for something else if you're worried about dupes. Not that I feel it's that big a deal if they're spaced apart so Cynthia could get away with it

Cynthia has Milotic, Lucario and Roserade so that she feels like a boss rush, it being the same mon as Gardenia's ace was the point
Barry just needed a strong grass type that can evolve to balance his team and most grass types are weak

Good thing I brought Ludicolo in Gen 3, and Roserade in 4.
Giga Drain/Petal Dance are life savers against Milotic.

Seeing you have 32 communication in the underground, Riolu Egg as only one you get + happy, Wayward Cave's most distant section, and fishing on certain random times, it feels like "difficult to get" is a stronger motif. Only Roserade and Gastrodon are easy.

Yeah, Togekiss is pretty weird as well considering you only get it from the egg she gives you, but you still need to go out of your way to evolve it.
I'm not sure why she had a Gastrodon. At least it was a strong mon for her team, only being weak to grass
