OU this gen has Zamazenta in it. Pretty much everything banned is more oppressive than a box legendary. It's not like Smogon is trying to keep OU at some predetermined power level. They ban the most obviously OP Pokemon and then end up working their way down as more and more Pokemon become a problem.
Flutter Mane had to be banned. Even in Ubers it's generally considered to be Mewtwo but better. Flutter Mane being banned, however, means that now Iron Bundle has no checks in the tier. Flutter Mane might've been slower, but its massive 135 SpD stat meant it could tank Iron Bundle's attacks and OHKO it back with a neutral Moon Blast or Shadow Ball. So now that Mega Mewtwo V is banned, Iron Bundle suddenly runs the tier. It's also the only clear remaining check for Palafin, so they both have to get banned because they're dominating the rest of the tier with no recourse.
This is how the cascade happens. Game Freak balanced Gen 9 with a "broken checks broken" design philosophy, but they forgot to make something broken that checks Flutter Mane and is checked by something else broken. If Flutter Mane had a meta-relevant hard counter, it could've feasibly remained unbanned as Smogon generally tries to avoid banning "keystone broken Pokemon" like Snorlax in Gen 2 or Tyranitar in Gen 3.
