I would rather give Delcatty a set of 3 held items unique to her and Skitty (call it Cat Bell or something)
One doubles her Attack Stat
One doubles her Special Attack Stat
One doubles her HP Stat (fun fact, Delcatty gives 1 HP and 1 Speed EV when killed.)
Her overall stats would still be bad, so she won't outshine the shillmons, but she will finally have atleast one good stat on her and the enemy player will have to play the guessing game over what kind of Delcatty his opponent is using.
Someone else also suggested giving Delcatty Tidy Up and Slack Off. I don't know if that would be too much if I also included my change, but I really liked that suggestion since it is lore appropriate.
That being said, I would still use her in every game she is in, either catching her legitimately or hacking her in as my starter, even without a buff. I grew attached to her precisely because she was one of the worst Pokemon in the game.
