long answer: even if it gets recovery (a pipe dream for a wingless steel type) it would still be shit because of the low HP and mono typing.
the attack stat doesn't help it in the slightest because physical steel moves are dogshit except for gyro ball which it's way too fast to use, meaning it's really just a worse version of umbreon who gets STAB foul play for easy offensive presence and has much better stats all around. and to put that in perspective, despite those advantages over it umbreon is still pretty shit.
