Obviously I know it's like one of the three electric types available in Kanto but that's kind of the issue with the gym leaders in general early on.
Victreebel doesn't really fit Erika, Starmie doesn't really fit Misty, Muk doesn't really fit Koga.
And even after gen 1 you had like Roxanne with Nosepass? Weird.
