There are plenty of other ugly ass Pokemon that, imo, would deserve to be dexcut more than Burmy.
... But in the end, no Pokemon deserves it because as much as you hate one, it'll always be someone else's cup of tea and it's unfair to forbid someone from having their freaking tea.
