Trailer starts off with Blues resembling Modern Lumniose, with the title "_____ City Redevelopment plan" before a visualisation of those plans - the Lumiose of Gen 6 lore (more detailed than anything the potatoDS could portray), showing what the planners want the city to become, before dropping back down to plans on a page (because the city hasn't been built and this is the start of the project.
There's also the fact it's a Legends title and from the redevelopment of Lumiose to the city of the future and Arceus' the settlement of Hisui/Sinnoh premises, we can infer Legends titles will focus on the history of the pokémon regions. And per L: A, pokéballs were a recent invention to its 1920's setting. We have a hard date for when Legends games will occur, as they will not contradict their lore they upheld for now 28 years.
I blame it on living in a city with less than 400 years history, my locality's been inhabited since roughly 3700 B.C; Paris as a township was founded in the 4th century B.C. and had gone through many expansions and redevelopments in its long history. With Kalos being a great big France allegory, Legends is a similar nod to the most recent modernisation of Paris.
