Part of it is cultural (everyone is obsessed with pokemon anyway why not use them for this), and the other part of it is sort of like IRL guns enforcing a degree of civility because as long as either side is "armed" with a sufficiently powerful pokemon (gun) the stakes of fucking around and finding out are basically death or death... so even the criminals engage in civil pokemon battles if only to disarm their victims so direct coercion can then be applied without risk of death by flamethrower etc.
