What's Johto real order?
Mahogany => Olivine > Cianwood => Blackthorn makes more sense level-wise but that's an awful lot of backtracking

i always go chuck > jasmine > pryce then get bored of the game during the radio tower segment and drop it

According to Pokemon Puzzle Challenge, it's Chuck > Jasmine > Pryce. Also having Fly early on helps a lot.

they should've moved the lake of rage and rocket hideout segments to the north of route 39. that spaces out the rocket encounters better and makes more sense with the RH levels. make the farm a healing spot if it's too long of a stretch

block off mt mortar until you beat chuck and jasmine, then force you to go through all of it. now it doesn't take 15 seconds walk through the south of mt mortar or surf though tiny ponds outside to reach mahogany

I tend to go to Mahogany first unless there's something in the west I want to catch for my team, I find it more valuable to do the Rocket Hideout early for the exp, and it also means you're not doing Team Rocket - Gym - Team Rocket

My order was always: Chuck > Jasmine > Pryce
However, given that Team Rocket shows up at Goldenrod, would make it weird for them to go to Mahogany and immediately go there.
So the real order would be: Pryce > Chuck > Jasmine.

I always did Chuck - Jasmine - Pryce and it blew my mind that you could actually get all the way to the Lake of Rage without Surf. Even complete Rocket Hideout before Olivine.

You can't. You obtain surf in Ecruteak and then, after beating Morty, you can access Mahogany by surfing across the ponds on Route 42
