Or... they should've created an exclusive event where we bring our own Floette to Sootopolis, let her pick up the Eternal Flower, and transforms into Eternal Floette without messing up AZ's story. Or they can simply give some "le multiversal loophole" asspull like they did in SV's DLC epilogue.

To not bug the game in the case its hacked in or is somehow made available. Same reason capchu has shinies that look the same.
SV came out after USUM and is post dex-cut so they just scrapped the form.

I'd imagine the one you get would be a second one that comes into existence as a result of whatever story shenanigans you get up to. Perhaps a second AZ from an alternate universe dies and his Floette comes to your universe to join you. Or perhaps one just appears out of thin-air with no explanation because Game Freak couldn't care less about lore for unique event mons

It was probably going to be something you could get in Pokemon Z

It's obvious they were planning to release one given the fact they made a bunch of Zygarde forms and mechanics that were just unceremoniously dumped into SM.
Suffice it to say they weren't fleshing out the third gen 6 cover legendary there because they wanted to, it was just salvaging the work from the canceled Z project where they could.
