For mobile phone: GBC.emu is what i use since its good enough, saves work fine between it and BGB and has 0 ads if you run it while your phone is connected to the internet.
For DS: Gameyob fits the BGB bill too, simple, save compatibility, no bullshit
For anything else: highly depends on what is supported. For example im forced to use a retroarch core in my Wii U because there's no standalone option
