When I was a kid watching a youtuber play Pokemon Sienna I remember seeing a wild Panpour in a gen 3 hack with Tentacool's cry and it just felt so scuffed that I hated the notion of putting newer gen mons in older games. Hacks have come such a long way now though, it feels and looks a lot better.
For hacks like Drayano's/Dio Vento's/Buffel Safts ect, all the Pokemon were in the codes of the first 7 gens, so the hacks could make them all available in the region and ease evolution requirements, and they were all tradeable more or less (maybe use PKHeX to patch any legality issues in some cases).
Now in gen 8+ there's no more way to add these mons to the regional dex without some crazy modding, hurts both romhacks and people that would otherwise trade in an "egg" of a non-native Pokemon for runs, and Battle Facility team options (RIP).
Luminescent Platinum modders have been adding some later gen mons, but that's apparently thanks to BDSP being coded in Unity.
