The foreground sprites being 4:1 pixels was a design decision so they'd look like the gen 1 sprites. Remember, gen 1 pandering wasn't really a thing until XY so at the time it was just a subtle callback.

I really doubt they would have had the time to make 600+ big back sprites that are also animated (Possible memory issues come to mind because of double/triple battles). Before you call me a shill I think tweened sprites was a really bad idea like a lot of the changes in BW

the sprites are 4:1 because this is the first time in the series you can see the entire pokemon from behind. hardware limitations forced the sprites to be smaller to compensate.
