An immunity is still better than a resistance + Levitate also makes it immune to all hazards except Stealth Rock

The real issue with Carnivine is its stats and movepool

How many pure Grass types are competitively viable? It's just Rillaboom and he's carried by stats, ability, and movepool. You'd have to fix all three for Carnivine to get anywhere close.
