Anyway, to answer OP's questions, switch mode and items in battle. These things have been introduced in gen 1 and NEVER was there any effort to make the AI able to use them - it can use items but only a select few and only on the mon that's currently out while the player has much more freedom with them.
It's literally a cheating mechanic there to babysit children, but i don't think teaching them to cheat to win is a good lesson for them. They can always grind if they get stuck anyway.
