Similarly enemy trainers would also have perfect IVs to account for this; the purpose isn't to make the game easy but to minimize additional stat micromanagement and bullshit beyond what's already there.
i.e. like ROWE's perfect IV/no EV mode or RR's Minimal Grinding mode. It just makes experimentation and rotating your team so painless and is conducive to a good challenging single player Pokemon experience. Breeding and minmaxing autism is for when there's a multiplayer component in mainline.
Oh, and remove *all* trainer item usage in battle. Even with the limit of 4 it just throws the balance way off. Battles are more fun when you don't have any free Hyper Potions and have to spend a move slot for Rest or Roost. Bulk Up -> Bulk Up -> Full Restore -> Bulk Up -> Full Restore etc. makes the game so cheesable, it shouldn't be an option for a game that's trying to provide a challenge.
