It's because starter implies they're meant to be replaced, a mon just to get you started. First partner goes with the whole friendship stuff they like, definitely not as catchy a term however.

Venusaur is poison type which is very effective against fairy and only contrarians ever pick Bulbasaur.

Empoleon is steel which is also effective against fairy, but Piplup is a far more popular chooice than Bulbasaur.
