You have to go through areas without Caterpie to get to Caterpie. Also it is uncommon in Red Version, so Weedle is more likely caught earlier.

Take a look at the early route encounters. It's incredibly overwhelmingly Kanto mons. You gotta play at night to get Hoothoot, leaving Sentret and by extension Furret as the Johto-specific first catch IF you deliberately aren't accepting Pidgy, Rattata, Caterpie, or Weedle.

The point is that this overlap prevents there being a solid Johto-specific second partner, as per this thread, because the Kanto 'mons compete with them for team slots and head space. It's not a serious issue for the games in themselves (especially as soft sequels), but cripples visibility for retrospective threads like this.

Contrast Hoenn's aborted soft reboot design making reappearances almost exclusively late-game or Sinnoh's abominable distribution resulting in the ONE default team.

Anything that evolves at low levels is desirable over something that only evolves later.
Unless you are autistic and only wants to use the 6 pokémon you'll have in your final team, any person will want to abuse things like Butterfree/Beedrill on levels 10~25 when they can overpower pretty much anything and only then start replacing them with other pokémon that start reaching their final levels around level 25~35
