Part of Tera’s usefulness is that a Pokémon gets to have its Type changed entirely, so say something like Iron Hands being Water to remove its Ground weakness and gain useful resistances to Fire and Ice. Stellar only boosts the Pokémon’s existing Types without changing it and is only offensively useful against other Teras.
Tera Blast also got a significant nerf where it gains more power but decreases the attacking stats after landing, so it is only useful on Contrary mons that do not mind keeping its original weaknesses and resists. The best Pokémon in mind is Enamorus Incarnate as Fairy/Flying is an amazing defensive typing. Hell, not even Serperior the famous Contrary user wants to keep its Grass typing, opting for Fire to hit Steels and resist Ice or Rock to hit Flying types.
Even the Arceus Tera build has fallen out of favor due to it being unreliable and more generic Pokémon clearing raids more easily.
