When TV shows and Radio adaptations and movies took the country by surprise, the guys at the top of theater, opera and similar used their connections to put themselves or their family members like sons or cousins into power in the guild.
If you don't have the guild's approval, you ain't dubbing, or that ain't getting dubbed. And the guild has practically total control over what the fuck slang they use as long as the main story of the product isn't altered.
That's why they make Mexicans look like the RAE compared to whatever the fuck they end up translating and giving back as official work.
Don't like it?, the guild will refuse to translate again the same product or even anything else you try to get them to dub.

Also, this means the guys that do the dubs have almost every single one of them training in theater and Opera, but the spanish kind with extremely exaggerated and long or even over-the-top sounds that don't come out as a natural reaction unlike a JP dub freakout.
And because of the corruption, a lot of subpar not really prepared voices are there taking the big jobs because their daddy or mama are big stars in the entertainment industry. Competency crisis for over 80 to almost 100 years.
This is also why they change titles so hard under the pretense of making it understandable for the Spanish audience.
