The worst part is that specifically focusing on similar traits shared with other pokemon through convergent evolution in the design process could be really cool of they approached it in a realistic way instead of slightly changing the pose of a recolor. Instead of wiglett just being white water diglett they could've put thought into it - say it shared the same nose and general body structure for digging, but its mouth opened to reveal big sharp teeth because it feeds on something entirely different than diglett, it's eyes were a completely differenshape/style because underwater is a different environment from deep underground, it leapt out of its hole entirely and dove back under while attacking and you could clearly see it had fins along the top and bottom of its long body. There's already pokemon that have done this accidentally like alomomola also being a pink, heart-shaped fish but unrelated to luvdisc. I guess they were afraid of more "why doesn't this evolve into that" complaints and the whole regional form thing now makes everything they could have done in that direction even more redundant.
