Are your gripes any more specific than poor balance? That's the only thing you seemed to mention.
It's a bit of a semantics thing to point out, but I feel that balance can exist regardless of the core system's quality. Rock Paper Scissors is balanced but the system has minimal complexity and depth.
Pokemon has been more or less balanced at different points in time but it's been a very long time since a lasting change to the core systems even happened. I'd say about gen 6 is when we arrived at a system that's basically identical to the modern day save for the generational gimmicks getting swapped out, but even then 5 and 6 don't really do anything as notable as what 4, 3, or 2 did to change the core systems.
I also wouldn't call poor balance a new phenomenon or a result of staleness, gen 1-3's metas all basically have a singular protagonist.
Some of the balance issues in pokemon, as I see them anyway, do relate back to the issues I have with the systems, but it's naive to say a pokemon like spinda is getting screwed over because IVs exist.
