Zoroark, Delphox, Zeraora, Cinderace, and Meowscarada were all flavor of the week that stop filling store shelves and become irrelevant after their introduction.

If it weren’t for Charizard before, Lucario created shillmons.

The opposite. Lucario is the only mon that was intentionally shilled and actually succeeded at it.
Pikachu and Charizard became popular organically. Lucario had a movie, was hinted as prior to Gen 4, had an egg gifted to you, and was featured by multiple trainers in DPPt. And it worked.
Every shillmon since has been a flop by comparison. Like it or not, it was an absolute success

Cynthia having a really cool team instead of whatever leftover scraps weren't used yet really helps
Spiritomb, Lucario (I think Maylene has one) and Garcomp are all iconic while Milotic and Togekiss are cool too. Roserade is the only meh Pokemon on her team.
