Delcatty has incredibly low stats, a regional form would have the same spread (maybe 65 sp. attack and 55 attack instead of the other way around), I don't think a new typing would exactly help it.
A new evolution might, it has a 400 base stat total, just like mid-stagers like Kadabra and Roselia
500 to 515 stats in its third stage could put it on par with Roserade and Alakazam, which isn't terrible.
Third stage needs a secondary typing though, pure Normal is rarely good
