The Team Star bosses only knew their leader was then taking a hiatus, and holed up in their bases to await her return. They wouldn't respond to any figures of authority. In the year and a half since the incident the cliques of the school disappeared and the bullying problem resolved itself, but Team Star had become unruly. The grunts became bullies themselves, forcing other students into joining through recruitment drives, ones which Nemona had to go break up and chase them away. None of the new staff knew what to do, especially the new director, who issued an ultimatum to Team Star to disband or face expulsion.
When Penny finally returned, she faced one of those recruitment drives herself, the grunts not knowing this meek girl was their highest leader. Penny decided Team Star had run its course and no longer needed to exist, and asked the bosses to disband, but they refused. So Penny them recruited the protagonist to face the bosses and crush them, to force them to disband by the rules they made. Her plan was to have the protagonist face and defeat her last, to truly put an end to it. Director Clavell, seeking to find out the truth, disguised himself as a student called Clive and joined the protagonist on his raids, and once he learned the truth he rescinded the ultimatum and allowed Team Star to continue to exist, but repurposed them and their bases as battle training facilities that other students could challenge to improve their own skills.
