Too much development time for a stage no one really cares about.
Same reason why they removed Icicle Mountain, that DK stage from Brawl and the Star Fox stage from Wii U.
It has nothing to do with stage morph like midwits like to think. Only that DK stage from Wii U might have interfered with that.

Moving stages were awful and nobody, not even casuals, liked them.

This shit was clearly just some pokeball item models they thought would be fun to use as a stage, it would probably take them like 10 minutes to just make a new pokefloats with the models already in Ultimate, but they know no one would play it.

Even for a casual player these types of stages were annoying and often you're fighting the stage more than your opponent. Stages like Icicle Mountain and Rumble Falls were especially guilty

Melee itself was good in spite of it being rushed but Poke Floats was a plain bad stage that people only love because of how stupid it is or the fact that it was once tournament legal.

That was added in localization. The Japanese name of the stage is "Pokemon Subspace".

Those aren't balloons, you're in a Subspace dimension with floating Pokemon.

You can see the passion that devs have through the limitations that they dealt with. Smash wise, Smash Wii U is ultimately the most soulless Smash game and that won't change as it gets older unless a Smash game released afterwards gets even worse. Ultimate is a mix of soullessness and soul.
