I think he's a Mole wearing my Takeda styled Samurai armor. Not behemoth as everyone states he is or Bulbapedia. His tail is actual similar to a zen garden style rake which makes sense to his pokemon species. And doing such research leads me to believe, Rayquaza and Kyogre also represent different Samurai clans and warlords. Rayquaza being a feudal emperor, most notable is his similarities to Oda Nobunaga
