Phione is interesting because it's the only Pokémon obtainable by breeding a Mythical Pokémon. I think they really should have done more with this idea. It's like an in-between being a regular Pokémon and a Mythical Pokémon. You have to wonder what it's like for Phione knowing they are the children of a Mythical Pokémon. How do they feel about it? How does it affect their lives? How do other Pokémon treat them over this?
