The actual reason is because its from Johto. Game Freak and TPC constantly Johto like Kanto's expansion pack. So not only to Gen 2 pokemon get less respect from fans. Game Freak and TPC regularly skips over Gen 2 pokemon for shilling opportunities or buffs (especially the starters).

People hate Meganium because people hate Gen 2 Pokémon, and people hate Gen 2 Pokémon because Game Freak and TPC never give let them get the spotlight, so the positives of Gen 2 pokemon never get to show or get eclipsed by the worshipped GenWun Pokemon, AND Gen2 pokemon get skipped over for chance to get improvements or shilling, so the Gen 2 shitmons meme becomes a self-fulfilling prophesy.
