It's because it's pre-TPC.
There was no singular entity keeping an eye on everything Pokemon-related and GF themselves had rather vague guidelines for people they were working with. Also a lot of these things started before Pokemania became a thing, meaning that they were made mostly with your typical Japanese otaku in mind.
