Basically what >>55639209 said, regular Defense tends to be paired with a slow guy that can at least hit really REALLY fucking hard, so at bare minimum you could use them in casual pretty decently

The problem is the existence of Assault Vest, there's rarely any point using dedicated special tanks when you can just slap an item on any generally bulky Pokemon. Defense doesn't have any way of gaining an immediate stat increase.
