The official wording they used to describe their change was, and I shit you not,
"The Federal Communications Commission has
adopted final rules to prevent digital discrimination of access to broadband services based on income level, race, ethnicity, color, religion, or national origin"
Internet companies DO NOT CARE about anything other than "can you pay for it." Racism is a luxury belief and even if the Civil Rights Act didn't exist, they would be complete morons to restrict it like that.
