If you increase level of Kanto, player will be getting more experience and thus you'll also need to increase Red's level because player with more levels and all the boosts piling on will have way too easy job in trampling over this supposed final postgame superboss.
In contrary HGSS gives player no such advantages over late-game enemies, making the "level curve" memes even so slightly more valid. Tho in case of HGSS postgame is treated much more like long-term MMO-style grind with all the dailies and stuff, it's just different kind of experience.
Johto games are kinda funny kind of beasts because they are playing completely different than any other games and midwit poketurds try to bruteforce it with the same playstyle as any other games.
