B. Rhydon is better in PvP at least because Normal is the best type, and if Rhydon faces a Water or Grass type it can just switch out. Plus Ice is actually the glass cannon type so both often die to Blizzard spam anyways.

I really think it's just because these guys are some of their best "Intimidating Villain Mon" guys they had, so they just wanted him to have those and worked backwards.
