That being said, yes, it is rather weird how characters that are noticeably older than Juliana are so interested in her...
First we have Nemona, who is technically in the same grade as her, but is clearly older. She's taller than some adults and has a way more developed body than Juliana. I think she is around 16.
Then we have Arven, who is a senpai (one grade above the MC). While kind of short for a guy, he can grow proper sideburns, which some guys can't even do until they're in their 20s. But since he's a PokéSpaniard, who tend to be pretty hairy, and was forced to grow up early, I'd say he's around 17.
I'll skip Penny cause she doesn't seem that interested in Juliana.
Next is Kieran who is obviously obsessed with Juliana basically on first sight. While he's at a similar height, Kieran has broader shoulders compared to the male MC. Depending on localization, he is either going through puberty (Japanese), a teenager (English) or literally just 14 years old (French). I think 14 is pretty reasonable here actually.
Carmine appears to be about 3 years older than Kieran according to some dialogue that says that she went to the academy for 3 years, while Kieran has only been there for 1 year. That would put her around 17.
And last but not least we have fucking Drayton. While in the same grade as Carmine, he is on this THIRD repeat. That would place Drayton on an age range around 20(!). And this shameless fucking 20 year old guy literally asks Juliana on a date in broad daylight.
So let's summarize: The only person who doesn't have at least 2 years of age difference to Juliana is Kieran. Nemona is probably just battlesexual, Arven definitely wants to fuck her but tells everyone (including himself) they're just "best friends", Carmine is pretty sus as well and Drayton is a straight up pedophile.
