To cut things short,
Pokemon Z was in development back in the generation 6 days but was unexpectedly scrapped as we pivoted to Sun and Moon on short notice.
Legends Z-A is now coming out next year.
To preface, i have NO insider information about ZA. This post is not about Legends ZA, but the pokemon "Z" game that we originally worked on. If whatever is mentioned here becomes part of legends ZA, i assume (very likely) its that they are reusing aspects of the original game.
The plan was to build a short, but expansive "saga" within one generation of games spanning two regions, Kalos and Hoenn as you know. The story was focused around the 3000 year war and the implications of that war. (Mega evolutions, split timelines etc.)
The name pokemon "Z" was just a fan term. The original "Z" was instead supposed to be an alternate retelling of XY as a more complete and truthful versions of the game. The plan was to have 2 versions, (not sequels), but 2 versions to tie in zygarde with xerneas or yveltal. The names of these games were pokemon XZ and pokemon YZ. These games were ultimately scrapped in 2015, but the idea of an alternate retelling was liked so much so that the Ultra games adapted that concept instead. However, I can see where they got the name for Legends Z-A from. I will say this name is very nostalgic
X and Y were worked on as "beta" games. We put as much time and effort as we could, but they were set to be the introduction to 3D pokemon. They were there to lay the groundwork for this small saga. ORAS came out perfectly fine as that was the expansion of the ancient history of mega evolution. It wasnt until after the release of ORAS when working on pokemon "Z" became a problem. The 20 year anniversary was coming up very soon and half of the team was working on sun and moon. Both SM and XZYZ were on a time crunch. It wasnt until about March 2015 the entire team of XZYZ pivoted away from the game to help work on sun and moon, scrapping XZYZ entirely.
