So what do you theorize "Legends" could mean?
It can't refer to just "legendaries", because, Arceus is technically a mythical and anyway legendaries are always the ones in the title and boxart.
It can't just refer to "the past" because the games are set a mere 200 years prior present, they don't talk about any actual important event in Pokémon history, and basically don't elaborate the legendaries at all, at least Arceus didn't (sure, Palkia and Dialga got new known forms but they are very contextual and irrelevant).
I thought it might refer to metropolitan legends of real-life pokemon players, except actual real ones.
What I mean by this is that Legends Arceus culminates in the never released Arceus staircase event.
Pokémon Z is also another never released thing.
It's a weak theory but so far the only one I could think of that makes sense
