You basically give up tera as an option for the rest of your team, or you give up your restricted, as regular Terapagos, while solid, is not restricted level in any way. If you're not building your team around it and picking Pokemon that will most likely not need their tera, saving it for late game clean up means your early game Pokemon are fighting at a "I can't tera even though I might need to" disadvantage. But also you know what else does good late game clean up? Calyrex, Zacian, or basically any fast restricted that can come in and OHKO anything that's at 50-70% health, and they can do it without needing to tera, and with the added flexibility of being able to be used without a setup turn and even being able to switch in earlier.
Maybe things will be different in the two restricted format. Sometimes in Series 12 you would drop a restricted for some matchups. Terapagos could be useful on a team like that. Like you have a mode that's Terapagos, another restricted, and two others, and you have a mode that's the other restricted and three others. Right now, though, putting all your eggs in the one basket just doesn't feel good.
