The issue is that Pokémon as a series has emancipated itself from its JRPG root especially with the open world format. proper dungeons were less and less frewquent as the gen passe by until their removal in sun & moon. Gen 1 had Mt. moon, the dark cave, victory road cerulean cave and silph co.
gen 3had victory road. Platinum distortion world, gen V victory road and the electric cave, gen VI the team flare HQ and that's it.
Lastly Pokémon may have to choose betzeen being a modern day JRPG and a competitve game, and it looks like the latter was chosen.
