Give it a regional form with a 570 BST and an ability that boosts its highest stat under certain conditions or if an item is used. Boost its base speed from 45 to 111 so it can better use its utility moves like Thunder Wave, Encore, Howl and Disable.

It needs some dumb overpowered ability to redefine it. Like guaranteed attraction on an opposite sex opponent the moment wigglytuff is sent out. Or what >>55681823 said. Or a unique mic item that gives its evo line and only its evo line a boost to sing accuracy so it’s 100%, basically spore.

It was used sometimes in gen 6 doubles due to the additions of Competitive and Assault Vest, and its unique typing gives it a good matchup against Giratina. Still, I would buff Cute Charm to have a 100% activation rate.
