Lillipup might as well be the best out of the early Normal-type encounters in any Pokémon game with (very) good early level-up and TM learnset, maybe with RBY Rattata/Raticate as competition due to usability in battle (via crit cheesing) and Bidoof/Bibarel in HM availability.
Not many people would prefer using Surf on a Herdier/Stoutland over a Water-type Pokémon, but it's an option (that's more viable than Zigzagoon/Linoone).
