you could combine every VGC rock type and they'd still have less usage than chien-pao alone, and by a considerable margin. atales also has more usage than any of the rock types.
as for singles, have you seen OU lately? iron boulder dropped, garganacl dropped, only glimmora is hanging on, and meanwhile half the ice types in the game got banned to ubers.
stealth rock is great and all but since gamefreak decided everything under the sun should learn it, rock types have no niche there. at least bugs get near-exclusive access to sticky web. rock moves really just suck, spamming inaccurate moves as your main stab is just asking for trouble.
it's great to see ice rise and be viable, but of course someone had to take the worst type spot and that's rock.
