Here’s how to make a “Legends: Kanto” game work.

Step 1:

Don’t make it about Kanto.

>POKEMON LEGENDS: SEVII
>establish that the name of the island chain is actually based on the original name of the seventh island, and give the other six islands weird sounding names based on their number (Une, Duon, Triss, etc I dunno I’m just spitballin’ here)
>Make the plot and setting primarily revolve around Kanto legend but incorporate elements from Johto and Hoenn, the same way FRLG did, but on a more significant scale
>possibly include Sinnoh elements as well retroactively, but this might be a stretch and Sinnoh got its Legends game already anyway
>Your stated goal is to calm the rage of the legendary birds, who are raging because…they just are ok
>Moltres is found on Mt. Ember on One Island, obviously
>Icefall Cave on Four Island is reworked to connect more to Ice Path in Johto alongside the Seafoam Island Cave, and this is where Articuno is
>the Resort Gorgeous and Lost Cave area is reworked into a “Thunder Isle” sort of thing and that’s where Zapdos is
>postgame you get a new quest to calm Lugia who shows up in the Water Labyrinth area, reworked to be sort of like the Whirl Islands but with no actual cave (or maybe they can add a cave I don’t care)
>after you calm it down it flies away and you get to access Navel Rock and catch both Johto birds
