It creates mystique and gives you an opportunity to wonder what's on the other side for a bit before being able to find out. And that's one of the main reasons I like this route + route 112, there's not one, not 2, but 3 major area teasers; the sandstorm blocking the desert, the ledges blocking lavaridge town, and the goons blocking the cable car up the mountain. The whole twisty turny way that you navigate this part of the hoenn region in general is really great, I could see why some may find it annoying but I find that it makes the exploration more engaging. Having to go up the mountain, and down jagged pass to get to lavaridge makes it feel much more remote than it really is, which is nice.
