Hey I'm kinda new to Pokémon and I have a couple of questions I'd like to know, I have googled but I get conflicting answers.

1. Can the master ball/Luxury ball be transferred between games? I just finished the Gale of Darkness main story and didn't use either of these balls I want to transfer them to a Emerald in GBA,

2. Can I transfer Pokémon from GBA to DS? the pokeball question applies to this too.

My main goal is to collect the luxury/master ball in each game until I reach Scarlet/Violet.

3. How many problems would I encounter in the way of this goal?

No

Yes but only if you have a DS with a GBA slot or some kind of save editor like PKSM.

So the change from the GBA to DS was a like cutoff point for Pokémon transfers?

After you get the national pokedex in DPPt, a location called Pal Park opens up. You pop your GBA game into the slot and when you get to the main menu select six Pokemon to transfer to Pal Park. I don't believe held items carry over in this transfer method but you could experiment.

Only for GBA to DS.
Transferring from DS to 3DS requires an application called Poketransfer which you'll need a modded 3DS to install if you didn't have it installed on that 3DS before they killed the e-shop.
Honestly though, the easiest way to transfer Pokemon all the way up is with save managers.
