I can only image the expression of disappointment of children back then after they were told they were exploring a brand new world full of brand new pokemon only to find a Rattata and in the first patch of grass they step into.

That feeling was intentional. Gen 2 is the Wacky Deli of Pokemon, Game Freak didn't want to do Pokemon anymore so they went out of their way to sabotage Gen 2 and Johto. That's why the region is bloated with KANTOOOOOO Pokemon, why all the Gen 2 Poekmon are impossible to find, why the Johto starers are so bland and uninspired, why Gen 2 pokemon are so unusabley weak compared to every other gen, why they made fucking baby pokemon, and why Johto is such a boring hick region with no culture and only exists to be KANTOOOOOOOOs Welcome mat

the disappointment is only in retrospect, as a kid I understood it was a sequel and thought it was cool to see some new monsters alongside old, familiar ones. it's only with the retroactive expectation that every gen is supposed to be a soft reboot because of the way Gen3+ were designed that Johto seems like a let down in comparison. because Hoenn set the standard that a new region should stand completely on its own. Johto wasn't designed that way, and that was okay.
